In addition to providing detailed requirements for Host Community Agreements (HCA) and Community Impact Fee (CIF) invoicing, the proposed regulations eliminate the Social Consumption Pilot Program that restricted social consumption of cannabis to a limited number of communities, include provisions for verification of Social Equity Businesses, and provide best practices for HCA negotiations between municipalities and License Applicants that have been designated as Social Equity Program Participants or Economic Empowerment Priority Applicants.
