{"id":563,"date":"2017-07-13T19:39:17","date_gmt":"2017-07-13T19:39:17","guid":{"rendered":"https:\/\/www.bowditch.com\/diversityinclusionma\/?p=563"},"modified":"2020-07-31T13:24:30","modified_gmt":"2020-07-31T13:24:30","slug":"defense-secretary-delays-start-date-for-militarys-allowance-of-transgender-recruits","status":"publish","type":"post","link":"https:\/\/www.bowditch.com\/diversityinclusionma\/2017\/07\/13\/defense-secretary-delays-start-date-for-militarys-allowance-of-transgender-recruits\/","title":{"rendered":"Defense Secretary Delays Start Date For Military\u2019s Allowance of Transgender Recruits"},"content":{"rendered":"<p>U.S. Defense Secretary James Mattis announced on June 30 that the Pentagon has approved a six-month delay of the start date for allowing transgender recruits to enlist in the military.\u00a0 In 2016, former Defense Secretary Ash Carter lifted the ban on transgender service members\u2019 ability to serve openly, <a href=\"http:\/\/www.nbcnews.com\/feature\/nbc-out\/pentagon-lifts-ban-transgender-service-members-serving-openly-n601816\">stating in an article by NBC News<\/a> that \u201cthis is the right thing to do for our people and for the force.\u201d\u00a0 As part of this process, the Department of Defense set July 1, 2017 as the date for the military to begin enlisting transgender service members.\u00a0 As announced in 2016, the Department\u2019s policy would have required individuals to complete any medical treatment that their doctor had determined was necessary in connection with their gender transition, and to be \u201cstable in their preferred gender\u201d for 18 months, as certified by their doctor, before entering the military.<\/p>\n<p><!--more--><\/p>\n<p>Secretary Mattis announced that this decision would be delayed until January 1, 2018.\u00a0 The Department plans to use the additional time to evaluate the impact of such recruits on \u201creadiness and lethality.\u201d\u00a0 Mattis stated that \u201cthis action in no way presupposes the outcome of the review\u201d and does not change the policies currently in effect, including the policy of allowing those currently enlisted to serve openly as transgender.<\/p>\n<p>Nevertheless, several military LBGT advocacy groups, including <a href=\"https:\/\/www.outserve-sldn.org\/\">OutServe &#8211; Servicemembers Legal Defense Network<\/a> and <a href=\"http:\/\/militarypartners.org\/\">The American Military Partner Association<\/a>, have decried the delay.\u00a0 Advocates state that lifting the ban allows the military to recruit the best talent, regardless of transgender status, and cite to a <a href=\"https:\/\/www.rand.org\/news\/press\/2016\/06\/30.html\">2016 RAND Corporation study<\/a> that found open service would have a \u201cminimal impact on readiness.\u201d\u00a0 Despite Secretary Mattis\u2019 statements, there is reason to believe that the military may revert back to its transgender ban: on June 28, 2017 Missouri Representative Vicky Hartzler sponsored an amendment to the House\u2019s defense authorization bill that would have prevented transgender people from serving.\u00a0 Rep.
