Erin Clark presented “A Beginner’s Guide to Understanding OCR and DOJ Civil Rights Enforcement” at the 35th Annual Legal Issues in Higher Education Conference in Burlington, Vermont on October 20–22, 2025. The conference focused on current legal issues in higher education and featured interactive sessions and practical guidance for professionals working in this space.
Erin’s session provided an introductory overview of civil rights enforcement by the U.S. Department of Education’s Office for Civil Rights (OCR) and the Department of Justice (DOJ). Topics included how to interpret OCR Resolution Agreements, how they differ from recent federal civil rights settlements that have made headlines, and what institutions can learn from these enforcement actions.
