Matthew Madden Discusses New Data Center Development Rules in Massachusetts

Data center development in Massachusetts is facing increased scrutiny as communities seek greater control over projects and the potential impacts of large-scale facilities. Gov. Maura Healey’s recent executive order gives local communities an expanded role in reviewing proposed data center projects, including the ability to negotiate community benefits agreements, amid growing local opposition, municipal moratoriums and concerns about the infrastructure and power demands associated with these facilities.

Matthew Madden recently spoke with Banker & Tradesman about the implications of the new framework for data center development in Massachusetts.

“It’s not saying data centers are not allowed here or they aren’t going to be developed here. It’s saying these local communities and the ratepayers and taxpayers who live there will be on the front line of making these decisions.”

Matt also discussed the infrastructure and development considerations that distinguish data centers from other commercial projects.

“It’s not as if you’re building a warehouse. You’re building a warehouse with massive power demand. The risks are different. They require massive utility upgrades, interconnections and long lead times for the electrical equipment.”
